Sarah Lucas Pouezevara

Sarah Lucas Pouezevara is a senior education research analyst with RTI’s International Education group where she manages programs to evaluate the effectiveness and scalability of technology applications in education. Examples includethe Global Learning XPRIZE, the MobiLiteracy audio SMS for parental outreach, research on Tangerine: Tutor expansion in Kenya and Uganda and internal research and development of two tablet-based games for measuring soft skills, such as conscientiousness and problems solving. She has also led country-level education sector studies, including a series of research in mother tongue-based multilingual education in the Philippines and early grade reading instruction in Morocco, commissioned by USAID.

In an ongoing effort to understand what works in ICT for development, Ms. Pouezevara regularly builds the evidence base for International Education’s Technology for Education and Training Team through state-of-the-art reviews of education innovations, including mobile learning, one-to-one tablet computers, massive open online courses in education, a framework for effective ecosystems for scaling education technology equitably, and education technology ecosystem profiles for five countries to date. She is currently managing a multi-year program in the Philippines supporting the expansion of open educational resources for early reading and math instruction, as well as research on remote learning during COVID-19 related school closures. In 2021 she was awarded the inaugural “EdTech Researcher Extraordinaire” award from the mEducation Alliance.

Ms. Pouezevara is an expert in applying adult learning principles to the design and delivery of professional development activities in a range of formats, from short micro learning videos and animations to long-term, blended capacity building programs. She develops instructional content for delivery using a variety of platforms and tools, and is an expert in analyzing and translating lessons from across programs and projects in order to develop actionable policy advice and toolkits.
