James Rineer is a registered professional civil engineer and expert spatial data scientist. He specializes in the creation of geospatial-related, multi-tiered data management systems and analytic tools that leverage the latest database, middleware, and presentation technologies. Mr. Rineer is an experienced geographic information systems (GIS) software developer, water resources engineer, and program manager. He currently manages RTI’s Geospatial Science and Technology program.

Mr. Rineer’s project history includes development of representative synthetic populations for modeling, infectious and non-communicable disease modeling systems, survey systems, sensor-based real-time data systems, big data and data analytics systems, virtual reality systems, remote sensing, and hydrologic modeling systems. He specializes in the design and development of web-based, desktop, and mobile tools using a variety of GIS and database technologies, application frameworks, and libraries. Mr. Rineer has served as the manager, architectural, or technical lead on a variety of government and commercial projects and led internal research and development and commercialization efforts.

Mr. Rineer began his career in civil engineering and GIS application development in 1996. He has been with RTI since 2000.
