Burton Levine is a survey statistician with more than 25 years of experience in the design and analysis of complex probability surveys for public health surveillance. He leads sampling design tasks for school-based surveys, address-based sample surveys, list sample surveys, and online panel surveys. His methodological work includes optimizing dual-frame telephone sample designs, developing model-based nonresponse adjustments, evaluating nonresponse bias, and applying calibration techniques to reduce bias and produce small area estimates.

Since joining RTI in 1999, Mr. Levine has contributed to numerous surveys and research projects in public health and safety, with particular depth in tobacco surveillance. He currently serves as the sampling statistician task leader for the National Youth Tobacco Survey (NYTS) and the California and New York State Youth Tobacco Surveys, and contributes to evaluations of tobacco surveillance programs for the states of New York and Florida.
