Martin Osumba is a senior health informaticist at RTI with expertise in health systems strengthening (HSS) and global digital health (GDH) in Africa. He has more than 10 years of cumulative experience spread across various aspects of GDH, including development of country HIS strategic plans, deploying hospital and district health management information systems, strategic and operational planning and implementation, performance monitoring and evaluation, and technology design, development, and adoption. Dr. Osumba is also experienced in digital health program and project management from start-up to close-out.
Dr. Osumba currently leads and supports several international health development projects. He is the project director of the CDC-Nigeria Health Systems Strengthening Program, where he leads an interdisciplinary team developing machine learning analytical models to predict HIV care and treatment outcomes in Nigeria. He is also a technical advisor for the USAID Rwanda Integrated Health Services Activity, where he provides technical assistance and capacity building support to the Rwanda Social Security Board to digitize community-based health insurance. He is admitted to the World Health Organization roster of digital health experts and infodemics managers.
Before joining RTI in 2017, Dr. Osumba served as chief of party of the Kenya National Health Management Information Systems Program/AfyaInfo, a $32 million, 5-year USAID-funded project that consolidated the Kenya HIS technology ecosystem and built a robust human and organizational capacity to sustain it.
Dr. Osumba is based in Nairobi, Kenya, and is fluent in Dholuo, with proficiency in English and Kiswahili.
