Galina Khatutsky is the Project co-director for the Centers for Medicare & Medicaid Services (CMS) Evaluation of the Initiative to Reduce Hospitalizations Among Nursing Facility Residents. She currently leads the California state evaluation team for the CMS project on Measurement, Monitoring, and Evaluation of the Financial Alignment Initiative (FAI) for Medicare-Medicaid Dual-Eligible Demonstrations. She also led the development of the State Data Reporting System and quarterly report production for the FAI evaluation. Ms. Khatutsky leads the sampling frame development and data analysis for the National Health Outcomes Survey-Modified (HOS-M) to collect frailty adjustment data for the annual CMS payments to PACE organizations, a CMS project. She has experience in qualitative and quantitative research methods and in evaluation design, as well as significant experience in designing surveys and analyzing survey data.
As a project director, Ms. Khatutsky developed a National Survey of Residential Care Facilities chartbook for the National Center for Health Statistics. She has also produced a chartbook for the Office of the Assistant Secretary for Planning and Evaluation highlighting data from the National Nursing Assistant Survey and the National Home Health Aide Survey.
