Charly De la Rosa is the Chief of Party for the USAID Energy Sector Reform Project. His career spans more than 20 years with achievements in developing and managing projects in the electricity sector. He has held various managerial positions, including as project and development manager at various public and private institutions in the Dominican Republic and in Central America.

Before joining RTI, Mr. De la Rosa was the Director of Renewable Energy of the Ministry of Energy and Mines of the Dominican Republic (DR). In this role, he was responsible for planning, directing, and recommending for approval policies, programs, and projects related to comprehensive and sustainable use of renewable energy resources. The design of these strategies led to the diversification of the DR’s national energy matrix.

Mr. De la Rosa has also advised international cooperation agencies in the CARICOM countries on renewable energy initiatives, including the adaptation of the Caribbean Regional Energy Efficiency Strategy (REES) to a national context; working with government beneficiaries to facilitate an optimal implementation of energy transition projects and strengthening the regional quality infrastructure for renewable energy and energy efficient products.

Mr. De la Rosa’s focus has been on constant development of clean energy, capacity building, and environmental conservation to benefit this and future generations. He is a frequent speaker at conferences, events, and academic programs on renewable energy and energy efficiency.

He is a member of the Dominican College of Engineers, Architects, and Surveyors (CODIA).
