Tami L. Mark, PhD, is a health economist whose research focuses on behavioral health care financing, organization, and quality measurement. She has authored more than 130 scholarly peer-reviewed journal articles and numerous government reports. She was a contributing author to the health care systems chapter of The Surgeon General’s Report on Alcohol, Drugs, and Health.

Dr. Mark collaborates with federal and state agencies to improve their behavioral health systems through data analytics, economic modeling, qualitative research design, evaluation, technical assistance, and policy development. She is currently leading RTI’s efforts across several contracts, including the Child and Caregiver Outcomes Using Linked Data project, which is linking state Medicaid and child welfare data to improve program effectiveness and efficiency. She is also supporting RTI’s evaluation of the Centers for Medicare & Medicaid Services’ (CMS) Value in Opioid Use Disorder Treatment program.

Dr. Mark has served on the advisory committees for the National Institutes of Health, the U.S. Government Accountability Office, the Office of the Assistant Secretary for Planning and Evaluation, the Office of National Drug Control Policy, CMS, the Substance Abuse and Mental Health Services Administration, the Agency for Healthcare Research Quality, and the National Quality Forum.

Before joining RTI in 2017, Dr. Mark was a vice president of the Center for Behavioral Health Services Research at Truven Health Analytics, an IBM company, previously known as Thomson Reuters and Medstat.
