Avery Tilley is an Economist at RTI International with expertise in survey and interview design, qualitative and quantitative research, literature reviews, stakeholder engagement, and project coordination. She has contributed to research and technical assistance projects spanning health economics, patient preferences and health communications, conservation and sustainability, clean energy development, food systems, workforce development, and regional economic development. Her experience includes developing research instruments, conducting interviews and focus groups, managing participant recruitment, analyzing data, and supporting complex, multi-partner initiatives from study design through reporting and implementation. 

Most recently, Ms. Tilley has supported the Recompete Community of Practice, a national initiative that brings together 22 Economic Development Administration-funded coalitions focused on advancing regional economic growth and expanding access to quality employment opportunities. In this role, she supports peer learning, stakeholder engagement, knowledge sharing, and technical assistance across coalitions. She has also contributed to patient preference and health policy research examining opioid use disorder treatment, contraceptive decision-making, digital health technologies, prescription drug promotion and adherence, sugar-sweetened beverage policies, liver allocation policy, and breast implants, supporting study design, qualitative analysis, report writing, manuscript development, and publication. In addition, she has worked on conservation and climate-related projects, including stakeholder engagement, clean energy analysis, and greenhouse gas planning efforts, helping inform strategic planning and future investment decisions.
