Amber Gove

Amber Gove has more than two decades of experience collaborating with government education departments in project design and evaluation, research and data analysis, and policy dialogue. She is a member of the Senior Management Team within RTI’s International Education Division, where she collaborates with colleagues to provide strategic input to grow and sustain efforts to ensure all children have the opportunity to fulfill their potential.

Currently, Dr. Gove supports International Education projects in Latin America and elsewhere, sharing evidence about how to improve learning at scale with Ministries and local organizations. She serves as the Project Manager for the Guatemala’s Basic Education Quality and Transitions Activity, a USAID-funded initiative. 

Dr. Gove is an RTI Fellow. She works to improve education outcomes for children around the world and disseminates and shares evidence of program effectiveness from RTI’s implementation efforts. Her research and policy interests include education finance, conditional cash transfer programs, factors affecting achievement, enrollment, attendance, and improvement and measurement of student learning. 

Previously, Dr. Gove served as the Indefinite Delivery, Indefinite Quantity (IDIQ) Manager for USAID’s $500M Assisting Basic Education: All Child Reading IDIQ project. She has led the design and implementation of several learning assessment projects, including technical and managerial oversights of early grade reading assessments in Guyana, Haiti, Honduras, Nicaragua, Kenya, Mali, Senegal, and Uganda. She provides expertise in research, policy analysis, planning, and evaluation. 

Before joining RTI in 2005, Dr. Gove served as a consultant for the World Bank. There, she collaborated in the design of large-scale education projects, including student assessment, and quality and equity components. She authored project appraisal documents and evaluations together with the Ministry of Education officials in Brazil and Nicaragua.

Dr. Gove is fluent in Spanish and Portuguese. She holds a professional membership at Comparative and International Education Society and previously served as their treasurer.
