Gregory C. Pope has more than 25 years of experience in health economics and health policy research. His specialties include management of large-scale projects, payment model design and analysis, quantitative data analysis, statistical analysis, economic analysis, risk adjustment of capitation payments and payment benchmarks, risk transfer algorithms, and beneficiary attribution to health care providers. He has led the development of the Centers for Medicare & Medicaid Services' Hierarchical Condition Category risk adjustment models for managed care organization capitation payment. He has also directed the evaluation of Medicare's Preferred Provider Organization and Physician Group Practice demonstrations and is co-developer of the Geographic Practice Cost Index used in Medicare physician payment. 

Currently, Mr. Pope is the co-Project Director for RTI’s Program Analysis and Operational Support for the Medicare Shared Savings Program and is the Associate Project Director for the Part C, Part D, and HHS Federally-Certified Risk Adjustment Model Research, Development, and Maintenance project. Additionally, Mr. Pope is a key advisor for RTI’s implementation support contract for the Center for Medicare and Medicaid Innovation’s Direct Contracting and Kidney Care Choices models. 

Mr. Pope previously served as the Vice President for Health Economics Research, Inc. He has published more than 35 articles in leading health economics and health policy journals and has made numerous presentations at major health services research professional conferences.
