Heather Beil is a senior research economist within our Health Coverage for Low-income and Uninsured Populations program. Dr. Beil’s research focuses on evaluating payment and delivery models primarily in the Medicaid and Children’s Health Insurance Program (CHIP) populations. She has extensive experience using quantitative methods with Medicaid claims data.

Dr. Beil’s research interests include behavioral health, health equity, and Medicaid policy. Current projects include the Accountable Health Community (AHC) Model—a nationwide initiative to address social determinants of health (SDOH) for the Medicare and Medicaid populations—and a meta-evaluation of state Medicaid substance use disorder and serious mental illness demonstrations. She has published and presented on the topics of behavioral health integration for Medicaid beneficiaries, hospital global budgets in Maryland’s All-Payer Model, mental health, and pediatric health.
