Fang He is a health care economics expert whose research helps decision-makers navigate the constantly changing landscape of the U.S. health care industry. He is skilled in analyzing Medicare claims and administrative data, designing and implementing quantitative and qualitative studies, and developing and maintaining quality measures.
Dr. He works on Medicare’s Comprehensive Primary Care Plus and Primary Care First models where he focuses on implementing the process to link patients to primary care practices. Medicare holds practices responsible for the care of these linked patients. In addition, Dr. He has recently led studies on strategies for setting payment rates for clinical lab tests in Medicare, quantifying the extent that various Medicare alternative payment models overlap with each other, and examining the use of advance care planning in Medicare.
Dr. He joined RTI in 2017. Previously, he was a Senior Research Associate at KNG Health Consulting LLC where he monitored and evaluated Medicare programs, compared outcomes across hospitals, and conducted other health services research using Medicare claims and hospital discharge data.
