Christopher Beadles is a senior research public health analyst in RTI’s Health Care Quality and Outcomes Center. Dr. Beadles is the project director for Primary Care First (PCF), managing more than 100 staff and an annual budget totaling nearly $20 million. He has 15 years of leadership experience in healthcare and health services research, including leading tasks in large CMS operations contracts. Dr. Beadles’ responsibilities and activities include client management, subcontractor oversight and direction, managing project financial resources, risk identification and risk mitigation, directing and prioritizing project staff and resources to meet key project timelines and deliverables, overseeing QA and QC processes, and project succession management. He previously served as the project director for Comprehensive Primary Care Plus (CPC+); co-led quality measurement and reporting for the ACO Medicare Shared Savings Program implementation contract; served as project director for a mixed methods evaluation of the perceptions of health care executives on the cost and quality of nurse anesthetists; led comparison group selection for the Round 1 and Round 2 State Innovation Model Initiative (SIM) evaluations; led comparison group selection for the Maryland All-Payer Model Evaluation; and was a key member of the comparison group team for the Multi-Payer Advanced Primary Care Practice evaluation.

In addition to methodological expertise in evaluation and comparison group selection, Dr. Beadles brings strong clinical guidance to quality measures and outcome analyses. He has extensive experience working with Medicare claims data and successfully led the transition to International Classification of Diseases (ICD)-10 for the cadre of claims-based quality measures used in the Shared Savings Program, for which he also supported new quality measure development, risk adjustment, and measure evaluation. Through experience in both CPC+, and now PCF, Dr. Beadles demonstrates a proven ability to accomplish rapid comprehensive and comprehensible synthesis of emerging data, informing real-time federal policy to shape large federal demonstrations. This expertise naturally complements his strong foundation in state based primary care initiatives within North Carolina and numerous SIM Round 1 and SIM Round 2 states.

Dr. Beadles joined RTI in 2014 after earning his doctorate in Health Policy and Management from the University of North Carolina Gillings School of Global Public Health and completing two fellowships in Health Services Research. He has previously held faculty appointments at University of North Carolina, where he taught a doctoral level seminar in health services research.
