Noëlle Richa Siegfried

Noëlle Richa Siegfried is a public health leader with more than 25 years of experience advancing epidemiologic, clinical, and health services research across infectious and chronic disease areas. Her work focuses on generating actionable insights that improve health outcomes by bridging scientific rigor with real-world implementation. 

Ms. Siegfried specializes in qualitative and mixed-methods research and plays a central role in large, multidisciplinary studies, leading the design and execution of qualitative components and integrating findings across data sources. She has extensive experience leading complex data collection efforts, including interviews, focus groups, surveys, and multisite fieldwork, to better understand patient experience, care delivery, and program implementation across diverse settings. 

Her work is defined by a unique combination of methodological rigor and operational expertise. She designs scientifically-grounded approaches while also developing practical strategies to implement complex studies in real-world settings. Known for her ability to translate complex findings into clear, actionable recommendations, she partners with federal agencies, health systems, and community stakeholders to inform decision-making and strengthen program impact.
