Nicole Novembre, PE is a hydrologist and specializes in probabilistic flood hydrology for dam safety risk analyses. She has experience in stochastic rainfall-runoff modeling methods and statistical hydrological methods. She is an expert in variable dam operations and incorporating future climate projections into hydrological hazard studies. Ms. Novembre has served as Hydrology Subject Matter Expert for Federal Energy Regulatory Commission (FERC) Level 2, 3, and 4 Risk Analyses. She is a licensed professional engineer in Colorado and serves on the Committee on Hydraulics and Hydrology for the US Society on Dams (USSD). 

Ms. Novembre has been selected as an instructor for the USSD Annual Training on Semi-Quantitative Analysis, the leading professional training program for dam safety risk analysis in the United States. She is the first woman to join the course’s core instructional team. In this role, she contributes to shaping national best practices in risk-informed dam safety, drawing on her expertise in hydrology, probabilistic analysis, and decision-focused risk communication. 

During her tenure with the Bureau of Reclamation Technical Services Center Flood Hydrology group, Ms. Novembre developed hydrologic loadings and participated in risk analyses for Reclamation and other federally owned dams. She started Brava Engineering, a private consultancy, focused on developing hydrologic hazards for dam owners such as BC Hydro, Southern California Edison, Pacific Gas & Electric, the City of Seattle, and the City of Tacoma.

Ms. Novembre joined RTI in early 2025 as part of the Center for Water Resources’ growth as leaders in probabilistic flood hazard analysis (PFHA).
