Michelle Tolbert oversees projects focused on improving policies, programs, and resources targeting adults and youth facing barriers to education. She conducts qualitative research and analysis and provides technical assistance to states and programs in the areas of education in prisons and jails, transitions to postsecondary education, workforce development, educational technology, and state and federal policy. Her experience includes evaluating prison-based postsecondary education programs, providing technical assistance to programs developing career pathways and support networks for people who are incarcerated and recently released, and assisting states and correctional facilities with using technology to enhance instruction.

Ms. Tolbert was previously the director of adult education at MPR Associates, which RTI acquired in 2013. Her background also includes serving as a state policy analyst at the National Institute for Literacy.
