Marisa Morrison is a Research Public Health Analyst and Program Manager in the Health Coverage for Low-Income and Uninsured Population program. Dr. Morrison has 15 years of experience in health services research and health policy analysis, ranging from statistical and econometric analysis of Medicaid, commercial, and Medicare claims and designing and managing quantitative analyses. Her principal interests include access to health insurance and health care, health care delivery and payment reforms, Medicaid, and Medicare.

Dr. Morrison has helped lead the quantitative analyses of multiple evaluations that assessed the impacts of complex health care payment and delivery reforms on access to care, equity, quality of care, spending, and health care use on Medicaid and Medicare beneficiaries. In these roles, she helped select comparison groups, study designs, and outcomes measures. She also has designed analytics processes to ensure accurate, efficient findings from quantitative analyses. She has significant experience synthesizing quantitative and qualitative findings to create a comprehensive understanding of health care delivery and payment reforms being evaluated. 

Dr. Morrison currently serves as the Associate Project Director of RTI’s evaluation of the Centers for Medicare & Medicaid Services’ (CMS) Connecting Kids to Coverage program. In this role, she uses a combination of primary qualitative data and quantitative program data to understand how CMS-funded organizations are progressing towards their goals for enrolling children, parents, and pregnant individuals in Medicaid and the Children’s Health Insurance Program. 

Dr. Morrison joined RTI International in 2015. Prior to joining RTI, she worked for the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill and the Brookings Institution, a think tank in Washington, DC.
