Laura Rasmussen Foster manages research projects focused on improving career, technical, and adult education policies, programs, and resources for federal, state, and other clients. She conducts qualitative research and analysis and provides technical assistance to states and programs in the areas of employability skill instruction, college and career readiness, career pathways, reentry education, and state and federal policy.
Ms. Foster led the development and dissemination of the Employability Skills Framework and instructional resources designed to support use of the framework in CTE and adult education settings. She also led the development of the Work-Based Learning toolkit and provides technical assistance for states and local programs on key aspects of the Carl D. Perkins Career and Technical Education Act of 2006.
Ms. Foster was previously the associate director of adult education at MPR Associates, which RTI acquired in 2013. In addition to RTI and MPR, she has worked for Reading Is Fundamental and the Harvard Family Research Project.
