Laura Rasmussen Foster manages research projects focused on improving adult education policies, programs, and resources. She specializes in adult and career and technical education, career pathways, employability skills, and other areas related to preparing youth and adults for productive employment.

Among Ms. Foster’s standout projects is the Employablity Skills Framework, which she designed for the U.S. Department of Education as an interactive website that promotes the applied knowledge, effective relationships, and workplace skills necessary for success in the labor market at all levels and in all industries. The site is designed to help educators and employers address these skills in the classroom and at the workplace. This project highlights Ms. Foster’s special interest in the relationship between education and training programs and employers, and in understanding the skills needed to successfully transition between education and work.

Ms. Foster conducts qualitative research and analysis and provides technical assistance to various federal and state clients. She has helped states develop performance-based funding systems and plans to incorporate adult education data into longitudinal data systems.

Ms. Foster came to RTI in 2013 with RTI’s acquisition of MPR Associates. In addition to RTI and MPR, she has worked for Reading is Fundamental and the Harvard Family Research Project.
