RTI to Partner with USAID to Support Good Governance, Transparency, and Accountability Worldwide

RESEARCH TRIANGLE PARK, N.C.—RTI International (RTI), a nonprofit research and global development institute, has been named a prime contractor on the United States Agency for International Development (USAID) Active Communities-Effective States (ACES) indefinite delivery, indefinite quantity (IDIQ) contract. Supporting the goals of the Agency’s democracy, human rights, and governance strategy, ACES will provide USAID Missions, Operating Units, and host-country partners with direct program implementation, training, technical assistance, and advisory services.

With a $225 million ceiling, The ACES IDIQ will include programs focused on good governance and anti-corruption, strengthening the legislative function and legal frameworks, decentralization and local governance, rule of law and security sector reform, and strengthening oversight mechanisms.

“We are honored to receive this vote of confidence from USAID and believe that the ACES IDIQ mechanism will be a critical vehicle for USAID to achieve its goal of ‘democracy delivering,’” said Paul Weisenfeld, Executive Vice President of RTI’s International Development Group. “We look forward to working in partnership with USAID, government counterparts, and local partners across the globe on innovative program design and implementation.”

RTI will lead a consortium of highly experienced partners, including the East-West Management Institute, Banyan Global, Counterpart International, DevLab at Duke University, Dexis Consulting Group, International Business Initiatives, Kanava International, Rana Labs, and Vysnova Partners. Together, the team will draw from deep governance expertise, proven tools, cutting-edge governance research, and innovative local partnership approaches.

RTI’s expertise and strategic approaches on integrated governance, accountability and civil society strengthening, combined with our commitment to research, have strengthened governance systems, relationships between governments and civil society, and improved transparency and accountability at all levels worldwide.
