The regulations for Public Law 99-457, Part H state that early intervention programs should be capable of conducting "family assessments" in order to determine the strengths and needs of the family related to enhancing the development of the child. Significant concerns exist, however, about the definition of family assessment and the process by which it is conducted. This article proposes a functional interpretation of family assessment and identifies several key issues associated with the process.
