RTI Equip: Provider Level Quality Benchmarking from RTI

The logo for RTI Equip

Overview

RTI Equip delivers validated, transparent, healthcare organization quality metrics and benchmarks for opioid treatment programs (OTPs) and other behavioral health (BH) care organizations.

New: Medicare data now available. RTI Equip now incorporates Medicare claims alongside Medicaid, expanding coverage to dual-eligible beneficiaries whose care spans both programs.

Why provider-level behavioral health measures?

Most existing quality analytics tools use internal provider electronic medical record data or claims data aggregated to the health plan or geographic regions. These approaches offer healthcare organizations limited actionable insights.

RTI Equip healthcare organization metrics are:

  • Based on longitudinal data that offers a comprehensive view of patient outcomes
  • Case-mix adjusted enabling fair comparisons across providers serving different patient populations
  • Benchmarked at national, state, and health system levels, allowing users to interpret local performance within an appropriate peer and policy context
  • Stratified by patient subgroups, facilitating targeted interventions
  • Multiyear historical data allowing trend analysis
  • Initially focused on OTPs with planned expansion to Community Behavioral Health Clinics (CBHCs) and outpatient mental health clinics

Data and delivery

RTI Equip delivers metrics through secure dashboards, reports, data exports, and APIs, with clear data-vintage labeling to support interpretation across measurement years.

  • Primary data sources - Medicaid claims and Medicare claims.
  • Timeliness - Claims data typically lag by 12 months. RTI provides clear data-vintage labeling and consistent methods to maximize comparability across measurement years.
  • Compliance-aware - Reporting is aggregate and suppression-aware by design, aligning with Medicaid and Medicare data use agreements (DUAs) and redisclosure requirements.
  • Access models - Flexible licensing options include per-organization licenses, and enterprise or statewide subscriptions. Outputs are delivered via secure web dashboards, downloadable reports and data exports, and APIs on enterprise tiers.

Typical users and applications

RTI Equip supports a range of stakeholders involved in Medicaid behavioral health improvement:

  • State Medicaid agencies: provider oversight, waiver reporting, equity monitoring, and procurement support
  • Medicaid MCOs: network adequacy analysis, contracting analytics, and value-based payment readiness
  • Provider organizations (OTPs, CCBHCs, mental health clinics): benchmarking for quality improvement, accreditation, and payer negotiations
  • Quality collaboratives and researchers: comparative studies, evaluation support, and public reporting initiatives
