The One Acquisition Solution for Integrated Services Plus (OASIS+) Advantage

The One Acquisition Solution for Integrated Services Plus (OASIS+) is a suite of governmentwide, multi-award contracts designed to support federal agencies’ procurement requirements for services-based solutions. OASIS+ contracts may be used by all federal agencies, including the Department of Defense (DoD) and Federally Funded Research and Development Centers (FFRDCs), but are not open to state and local governments at this time.

Using OASIS+ will enable federal customers to acquire innovative solutions from highly qualified businesses on a contract vehicle with numerous key features, including but not limited to:

• OASIS+ has been designated as a Best-in-Class (BIC) contract and helps agencies meet their spend under management goals.
• Provides a single solution for complex requirements.
• Supports multiple technical disciplines and mission spaces.
• Supports commercial and non-commercial acquisition.
• Supports all contract types, including hybrids and cost-reimbursement, at the task order level.
• Allow ancillary support components, commonly referred to as other direct costs (ODCs) at the task order level.
• Allow performance in CONUS and/or OCONUS locations.
• Use FAR 15, Contracting by Negotiation for solicitation procedures at Master Contract Level.
• Flexible labor category pricing options including:
  • OASIS+ standardized labor categories
  • Contractor-proposed custom or specialized labor categories that are non-standard
  • OCO-directed, non-standard, or specialized labor categories that are customized to the requirement

Although federal customers cannot use the OASIS+ contract for Blanket Purchase Agreements (BPAs) nor Indefinite Delivery/Indefinite Quantity (IDIQ), they still have considerable flexibility with  respect to variable levels of effort and requirements can be achieved through the use of optional CLINs, T&M/LH CLINs, and cost-reimbursement type CLINs (e.g., issuing a not to exceed cost-reimbursement type order with a wide scope that is incrementally funded via “Technical Direction Letters” within the scope of the task order).

As a research institute with more than 60 years of experience partnering with federal customers, RTI understands it is critical to provide cost effective solutions to its customers as efficiently as possible. Federal customers leveraging OASIS+ and its Best-in-Class features allows RTI to respond quicker to federal customer requirements across several OASIS+ Domains, each with their own Contract Line Item Numbers (CLINs) and respective NAICS codes for ease of customer ordering. RTI's has access to the following OASIS+ Unrestricted Domains:
