Luis Crouch Returns as Chief Technical Officer in RTI’s International Development Group

 

WASHINGTON, DC— Former RTI International staff member and leading international education expert Luis Crouch, Ph.D., will return to RTI as vice president and chief technical officer of the International Development Group June 4.

Crouch previously worked at RTI for more than 28 years, most recently as vice president and center director for RTI’s International Development Group. He left RTI in 2011 to accept a position with the World Bank’s Global Partnership for Education Secretariat as head of the Global Good Practices Team.

“During his career at RTI, Luis has been a leader, mentor and collaborator for many within our international education program,” said Wayne Holden, president and CEO. “We are pleased he is returning to resume his passion for applied education research, policy development and program implementation.”

Crouch is a recognized international leader in providing high-level advice to governments involved in complex educational systems change. His areas of expertise include the generation of the consensus and focus needed to make difficult choices, and in the implementation of new and demanding changes.

“I am delighted to welcome my colleague Luis back to RTI,” said Aaron Williams, executive vice president of IDG. “During his previous tenure at RTI, Luis helped establish many of the international education programs that are today having a tremendous impact around the world.”

In his new role at RTI, Crouch will lead work in key strategic areas, addressing important challenges in global health and youth issues, and in particular, measurement and finance issues regarding these two sectors.

He will also help the International Development Group define research into fundamental issues at the leading edge of applied scientific work on education while continuing to pursue his policy advisory work with specific countries in areas such as school funding and educational decentralization.

Luis holds a doctorate and master’s degree in agricultural economics from the University of California, Berkeley, as well as a bachelor’s degree in anthropology from the University of California, Santa Barbara.

He will be based in RTI’s Washington, D.C., office.
