Mr. Tom Bishop is a senior climate finance advisor in RTI’s International Development Group with more than 12 years of experience as an investment professional and project manager, specializing in climate finance.  In this role, he provides technical expertise in climate finance for mitigation and adaptation programs across a variety of sectors including energy, agriculture, and infrastructure. 

Prior to joining RTI in 2023, Mr. Bishop led private sector climate investment programs for the Green Climate Fund (GCF) in developing country contexts by structuring blended finance transactions, conducting financial and environmental due diligence, and designing technical assistance programs. He has promoted green finance policies in developing countries through capacity building programs with central banks and other financial sector actors, including the development of green bond markets and national sustainable finance roadmaps. Mr. Bishop also co-authored GCF’s first Private Sector Facility publication: “GCF: Driving the transformation to a climate-resilient financial system.” 

Earlier in his career Mr. Bishop worked as a Certified Public Accountant at Deloitte and at Bank of America where he underwrote real estate investments that generated tax credits for the Community Development Banking group, which included affordable housing, renewable energy, and historic building rehabilitation projects. 

Mr. Bishop worked in South Korea for over five years and has worked on climate programs in Latin America, the Caribbean, Africa, and Asia, including country missions to Barbados, Grenada, Jamaica, Panama, Honduras, Colombia, Bangladesh, Pakistan, the Philippines, and Mongolia. 

Mr. Bishop has an MBA from Cornell University where he was an environmental finance and impact investing Fellow. He has obtained certificates in ESG Investing from the CFA Institute, in Adaptation Finance from the Frankfurt School, and completed the Fundamentals of Sustainability Accounting L1 Credential.
