Shelley Schneider

Shelley Schneider is a professional environmental engineer with more than three decades of environmental experience, including extensive leadership in air and water programs, environmental permitting, regulatory development, compliance, enforcement, grant oversight, and stakeholder engagement. Before joining RTI in 2024, she served in senior leadership roles at the Nebraska Department of Environment and Energy, including as Permitting and Engineering Division Administrator, Water Permitting Division Administrator, and Air Quality Division Administrator.

At RTI, Ms. Schneider provides technical, regulatory, and grant management support to the U.S. Environmental Protection Agency, including gathering, analyzing, and summarizing technical information; developing emissions inventories; reviewing regulatory requirements for industrial processes; evaluating emissions-reduction options; and supporting public comment response and rulemaking package development. Ms. Schneider also supports the EPA’s administration and oversight of federal grant programs. This work includes assisting EPA project officers with the evaluation of environmental cross-cutting requirements applicable to grant-funded activities as well as conducting training. She reviews proposed projects for potential applicability of requirements related to historic preservation, endangered species, wetlands, floodplains, water resources, and other environmental protections; documents findings; and develops practical recommendations to support compliance and informed grant-management decisions. 

Her recent RTI project work includes support for the development of the Waste Emissions Charge, Greenhouse Gas Reporting Rule verification, 40 CFR Part 98 Subpart W revisions, Net CO2 analyses, the Cost Control Manual updates, and the Lime Manufacturing National Emissions Standards for Hazardous Air Pollutants Residual Risk and Technology Review Small Business Guidance development. Across these efforts, she has evaluated environmental and regulatory requirements; verified accuracy of report submissions; summarized and responded to public comments; conducted literature reviews; assessed source categories and project activities; drafted technical, compliance, and grant management support materials; and conducted training.

Throughout her career, Ms. Schneider has served in leadership roles in regional and national environmental organizations, including the National Association of Clean Air Agencies, Central State Air Resource Agencies, and Clean Air Act Advisory Committee-related groups. She has also been recognized for her technical contributions and public service, including a commendation from the U.S. Department of Justice.
