Sabina Gandhi directs RTI’s Innovations in Value Based Purchasing Program. She has over 15 years of experience in health services and health policy research, primarily focusing on the evaluation of state-based health care transformation. Her areas of focus include access to care, health care payment, and health care utilization in public insurance programs.
Dr. Gandhi has extensive experience in leading federal contracts that involve analyzing large administrative and survey data sets and integrating results from quantitative and qualitative research. Currently, she co-leads the Round 2 Evaluation of the State Innovation Models (SIM) Initiative for the Center for Medicare & Medicaid Services (CMS).
Dr. Gandhi joined RTI in 2013. She previously held positions at Virginia Commonwealth University, Kaiser Permanente, and the Congressional Budget Office.
