Connect

Matt Toth is a Research Public Health Analyst with over 10 years of health policy and health services research experience with a focus on access and quality of care for older adults and low-income populations. His expertise in these areas include using claims-based quasi-experimental methodological approaches to evaluate the impact of policy changes and reforms.  

Dr. Toth currently serves as the Associate Project Director of RTI’s evaluation of the Centers for Medicare & Medicaid Services (CMS) Financial Alignment Initiative, where he manages the overall quantitative task. He has served as project director and quantitative analyst for a number of Assistant Secretary for Planning and Evaluation (ASPE)-funded projects focusing on the characteristics of older adults in residential care settings, and trends in behavioral health service utilization and spending among older adults. He also served as an analyst for the State Innovations Models (SIM) Round 1 where he evaluated the impact of episode-based payments for peri-natal care and upper-respiratory infections among Medicaid enrollees in Arkansas.  

Dr. Toth has held positions at the Cecil G. Sheps Center for Health Services Research, and as adjunct faculty at the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill.
