Jennifer Howard, a Gerontologist and Senior Health Policy Researcher within RTI’s Aging, Disability, and Long-term Care Program, specializes in programs and policies impacting older adults and people with disabilities.
Dr. Howard currently serves as the associate project director for a contract with the Administration for Community Living (ACL) to conduct research and evaluation on the Older Americans Act and other ACL programs that support older adults, people living with disabilities, and their families. Dr. Howard leads research projects and tasks for other federal agencies, including the Centers for Medicare and Medicaid (CMS) and the Office of the Assistant Secretary for Planning and Evaluation (ASPE).
Dr. Howard has worked with federal, state, and local entities since 2007. Before joining RTI in 2017, Dr. Howard worked as a senior researcher for various consulting firms, working on projects related to aging, disability, and home and community-based services. Her expertise is in qualitative research methods and evaluation design. She is a member of the Gerontological Society of America, the American Society on Aging, and the American Public Health Association.
