Elisabeth Hensley has extensive experience in the management and transformation of administrative education data to provide meaningful and actionable information for a wide variety of audiences and education stakeholders. She has managed a number of teams working with a wide variety of primary, secondary, and administrative datasets and has developed expertise in transforming them for reliable use by evaluators, decisionmakers, and other stakeholders.

Ms. Hensley has led projects for clients such as the California Governor’s Office of Planning and Research and the Bill and Melinda Gates Foundation to conduct evaluations and analyses to understand the impacts of policies and programs on education systems and students. Incorporating both quantitative and qualitative data in her analysis, Ms. Hensley uses community-centered approaches to ensure that outcomes measured align to the experiences and needs of the populations being served. She also provides direct technical guidance to school systems to help build program and administrative capacity in the use of data.

Ms. Hensley joined RTI in 2013 with the acquisition of MPR Associates. Prior to that she worked as a high school English teacher and school district administrator. Her background as an educator ensures her technical assistance and evaluation work are grounded in the real-life experiences of teachers and administrators. She is certified as a Critical Friends Group facilitator with the National School Reform Faculty.
