Cordon Newhart is an economist with expertise in health care, especially Medicare and Accountable Care Organizations (ACOs). He uses Medicare claims data to conduct regression-based analysis of health care interventions. Based on his knowledge of Medicare payment policy, he has developed geographic adjustment factor calculations for the Next Generation ACO model.

Mr. Newhart joined RTI in 2011, contributing to projects involving ACOs for the Centers for Medicare and Medicaid Services (CMS). Since 2015, he has served as associate project director for a program analysis of the Next Generation ACO Model. The role involves model development, report specification and design, Medicare claims analysis, participating provider list processing, technical assistance to ACOs, and coordination with multiple CMS contractors. He has also served as an analyst on the Accountable Care Organization Program Analysis for the Medicare Shared Savings Program. For this project, he helped implement the Pioneer ACO model.

Mr. Newhart is skilled at teaching and communicating the results of his work to clients. He recently conducted a webinar for Medicare ACOs on claims and claim-line feeds. During graduate school, he taught seven classes independently, including introductory macroeconomics and microeconomics, and intermediate microeconomics.
