Amarilys Bernacet, MPH, is a Research Public Health Analyst within RTI’s Specialty Care for Seriously Ill Populations Program. Ms. Bernacet is an experienced researcher with both a beneficiary advocacy and policy-based background in Medicaid, Medicare, and federal low-income programs. She has worked on several evaluation and implementation projects at RTI, including the evaluation of the Financial Alignment Initiative funded by the Centers for Medicare & Medicaid Services (CMS). Her research interests include the experience of care for Medicare-Medicaid beneficiaries, home- and community-based services and supports (HCBS) access, health equity, quality of care and health care access.

Her background includes conducting qualitative analysis and synthesis on program evaluations funded by the Medicaid and CHIP Payment Access Commission (MACPAC), the Office of the Assistant Secretary for Planning and Evaluation (ASPE) and Centers for Disease Control and Prevention (CDC). Currently, Ms. Bernacet is working on several exploratory projects funded by the Administration for Community Living.

Previously, Ms. Bernacet worked as an ORISE fellow at the U.S. Department of Health and Human Services (HHS) Office of Minority Health (OMH).
