Performance-based management contracts provide a mechanism where electrical distribution companies' management is temporarily conceded to a private company operator, usually an electric utility company with experience. These contracts have had a spotty record of success however: this paper gathers the experience gained under several recent management contracts in Georgia, Kenya, Tanzania, Liberia, and Haiti, and makes recommendations on how to implement them in a way that encourages their success. Of value to donors who hope to improve the performance of electric utilities in emerging market countries.
