Ruth Heuer is an expert in the education and career pathways of faculty and postsecondary students, in particular those who have earned research doctorates. Over the past 25 years at RTI, Dr. Heuer has developed solid managerial skills, successfully collaborating with clients and subcontractors, overseeing project schedules and budgets, supervising staff, and ensuring high quality products. As task leader for large-scale surveys of educational institutions, faculty, and students, she has developed and tested web self-administered and telephone questionnaires, prepared training materials and trained interviewers, overseen coding and data file preparation, and authored methodology reports, InfoBriefs, and working papers.

Dr. Heuer is passionate about studying and analyzing programs for historically underserved students. She led the analysis of the Federal TRIO Programs data; validated and analyzed affiliate, site, and student service data for Communities in Schools of North Carolina; and examined issues of resource allocation related to Elementary and Secondary Education Act (ESEA) reauthorization.
