Ruth Heuer is an expert in education policy analysis with 20 years of experience studying and analyzing programs for at-risk students, collecting data on postsecondary students and faculty, and employing a broad range of survey and statistical methodologies.
Dr. Heuer manages the analysis of the Federal TRIO Programs data, and validates and analyzes affiliate, site, and student service data for Communities in Schools of North Carolina. She examined issues of resource allocation related to Elementary and Secondary Education Act (ESEA) reauthorization. On large-scale surveys of educational institutions, faculty, and students, Dr. Heuer has developed and tested web self-administered and telephone questionnaires, prepared training materials and trained interviewers, and cleaned data and prepared data files. She has authored methodology reports, InfoBriefs, and working papers.
Before joining RTI in 1997, Dr. Heuer was a computer programmer and software developer in support of government and corporate applications. She also served as a Peace Corps volunteer in the Philippines.
