Rakesh Goyal

Dr. Goyal provides overall project leadership, technical assistance, coordination, and program planning for the USAID-funded South Asia Regional Energy Partnership (SAREP). He is based in New Delhi, India. Previously, Dr. Goyal served as the South Asia Head of an international consulting firm for 14 years. In this role, he supervised projects related to energy and water sectors, ranging in complexity and size. He brings over 30 years of experience in the power sector and has served as Chief of Party, Project Director, Project Manager, and Team Leader for more than 20 energy-related projects. His areas of interest are power sector reform, smart grid, clean energy, and demand-side management.

As a regulator at the Uttar Pradesh State Electricity Regulatory Commission, he framed regulations for power sector reform, tariff methodologies, and the promotion of renewable energy-based generation.

Dr. Goyal is a Government of India certified Energy Auditor and is a frequent speaker at national and international forums. He has co-authored four books and published several papers. He is a life member of the Lucknow Management Association.
