Peter Muyingo is a Senior M&E Advisor based in Uganda and serves on the Technology for Education and Training team at RTI International. In this capacity, Peter provides Monitoring, Evaluation, and Learning (MEL) support to international education projects, including the USAID-funded Uzbekistan Education for Excellence Program and Read Liberia. Previously, Mr. Muyingo worked as a Senior M&E Manager for the USAID/Uganda Literacy Achievement and Retention Activity (LARA) and the USAID/School Health Reading Program since 2012.

Mr. Muyingo has led large-scale early grade reading assessments and action research to inform management and programming decisions. He led a three-year longitudinal study as a Co-Principal Investigator which focused on trends in pupil reading outcomes and retention in comparison to trends in pupils' experience of violence in schools and how gender attitudes, perception of school climate, and social and emotional development predict early grade reading gains, school attendance, and experience of school-related gender-based violence (SRGBV).

His areas of expertise include integrating learning and adaption approaches into project management; building capacity of staff and stakeholders in monitoring, research and evaluation through training, coaching and mentoring; data collection tools, including use of Tangerine®; developing research protocols and ensuring their ethical approval and implementation; and developing M&E standard operating procedures.
