Melvin Ingber, PhD, specializes in health economics, health care payment and the development of quality measures. He was an economist at the Centers for Medicare & Medicaid Services (CMS) for 16 years, and director of CMS's division of payment research for more than 5 years. As division director, Dr. Ingber supervised intra- and extramural research and demonstration evaluations, particularly those related to provider and health plan payment systems. At RTI, Dr. Ingber has led or participated in projects developing and maintaining risk adjustment methods for the Medicare Advantage and Part D drug programs, risk adjustment for ACA health insurance plans, evaluating the effect of implementing Part D on non-drug Medicare expenditures, modeling new payment systems for post-acute care stays and episodes, developing readmission quality measures for post-acute care settings, and developing the Home Health and dialysis center CAHPS adjustments for survey mode of administration and patient characteristics.
