Marc Horvath is a researcher focused on health policy and health care financing. He contributes to many of our projects on alternative payment models and post-acute care for the Centers for Medicare and Medicaid Services (CMS) and the Center for Consumer Information and Insurance Oversight (CCIIO).
Mr. Horvath joined RTI in 2017. Currently, he provides analytic support on research and implementation tasks for the Medicare Part C and Part D, and Affordable Care Act Health Exchanges risk adjustment models. His responsibilities include evaluating risk transfers, researching alternative risk adjustment and transfer models, and assessing the effects of hypothetical changes to models for risk adjustment and risk transfers on Medicare Part C and Part D, and individual and small group health insurance markets.
