Jill McArdle is a Public Health Scientist at RTI in the Division of Health Services and Social Policy Research. Ms. McArdle currently is providing technical assistance and centralized operational support for the Centers for Medicare & Medicaid Services (CMS) Primary Care First alternative payment model, and formerly served as the co-Project Direct for the CMS Comprehensive Primary Care Plus (CPC+) alternative payment model. She is experienced in providing training, technical assistance, and program implementation support with a focus on patient safety, healthcare quality improvement, and healthcare transformation.

Before joining RTI in 2015, Ms. McArdle was a former director of federal programs in North Carolina and South Carolina for the CMS Quality Improvement Organization program. She is a Certified Professional in Healthcare Quality as recognized by the Board of the National Association for Healthcare Quality, a Project Management Professional (PMP)® and a licensed registered nurse in North Carolina.
