Geri Burkholder is a change management specialist and supports public sector reforms, including the introduction of new government programs. She has more than 30 years of experience, 25 of which she worked in Asia and Africa, implementing and overseeing basic education and food security projects. Ms. Burkholder has a proven a proven record of facilitating organizational change by leading and managing public sector capacity building interventions and supporting low- and middle-income countries.

Since joining RTI, Ms. Burkholder served as the Chief of Party for the U.S. Agency for International Development (USAID)/Uzbekistan Education for Excellence Program and the USAID/Uganda Literacy Achievement and Retention Activity.  Prior to joining RTI, Ms. Burkholder supported the Canadian Department of Foreign Affairs, Trade and Development program in partnership with the World Bank, the World Food Program, and the United National Children’s Fund.

Ms. Burkholder specializes in strategic and annual planning processes, organizational capacity needs assessment, gap analysis, intervention planning and implementation, public and civil society dialogue, workforce development, and system enhancement. She has experience working with ministries of finance, education, agriculture, and health in China, Indonesia, Uzbekistan, Malawi, Ghana, Uganda, Egypt, Mozambique, and Ethiopia.
