Dr. Francis Kangure is an award-winning organizational development and energy expert with over 15 years’ experience strengthening 24 power utilities in six East Africa countries, including seven years working at the Kenya Power and Electric Company. 

Dr. Kangure has also effectively championed application of USAID’s Human and Institutional Capacity Development (HICD) Model across eight energy utilities in Kenya, Ethiopia, and Somalia, designing effective strategic trainings impacting behavior, integrating gender equity and social inclusion (GESI), and building internal processes for sustainability. 

He currently serves as the senior director of cross cutting units (GESI; monitoring, evaluation, and learning; communications, institutional performance improvement, climate change, and environment) under the USAID-funded Power Africa Empower East & Central  Africa  (EECA). He previously served as director for institutional performance improvement activities under the USAID-funded Power Africa East Africa Energy Program (EAEP).
Dr. Kangure has successfully conducted two transformational studies to support energy transition, climate adaptation and mitigation initiatives in Kenya: 

  • RTI-funded internal research for the Transition to the Future: Opportunities and Challenges for Sustainable Green Jobs in Kenya to build a better understanding of future employment trends in the renewable energy sector for education institutions and energy sector entities. 
  • USAID-Funded study Assessment of the Capacity of Kenyan Companies to Participate in the Green Hydrogen Industry Related Supply Chain. This study aims to determine if local businesses possess the capabilities required to support and advance the green hydrogen industry, using a qualitative study approach to assess the capacity of Kenyan companies to participate in the green hydrogen supply chain.

Dr. Kangure is also a Postdoctoral Visiting Researcher at Strathmore University in Kenya focusing on capacity and skills development for climate change adaption and mitigation. He is a member of the Society for Human Resource Management (SHRM) and International Council for Educational Professionals (ICEP) in the United States, the Institute of Human Resource Management in Kenya, and the Institute of Directors in Kenya. He is also a former peer reviewer for the Commission for University Education in Kenya.
