Elizabeth (Libby) Robinson is a research air quality engineer at RTI International. She draws on 30 years of technical environmental experience to support the U.S. Environmental Protection Agency (EPA) federal air and climate change regulatory programs, including the Greenhouse Gas (GHG) Reporting Program. She is also regarded for her work on air quality regulatory development, including evaluating regulatory applicability and analyzing large data sets. 

Ms. Robinson’s experience spans preparing multimedia permits with a targeted focus on air permits. Additionally, she has conducted compliance audits; developed spill prevention, control, and countermeasure (SPCC), stormwater, and integrated contingency plans; prepared environmental compliance plans and reports; conducted hazardous, solid, and universal waste training; and developed compliance tools for industry, both as a consultant to industry and as part of an industrial complex’s environmental compliance team.

Under the EPA’s Office of Atmospheric Programs’ Climate Change Division, Ms. Robinson is the technical lead for the GHG Reporting Program compliance task as well as three mineral and chemical source categories. She provides regulatory development support on two GHG subparts for calcium carbide production and ceramics manufacturing and supports the EPA’s Industrial Processes and Product Use (IPPU) volume of the U.S. GHG Inventory for three mineral and chemical subsectors. Additionally, Ms. Robinson provides technical support to the EPA's Office of Air Quality Planning and Standards’ Sector Policies and Programs Division on the development of air emissions standards.
