Ciara Coughlin is a monitoring, evaluation, research, learning and adapting (MERLA) manager in RTI’s International Development Group. She currently serves as an advisor for the Feed the Future Innovation Lab for Crop Improvement. She is also a technical lead for excellence in breeding technology adoption research. Ms. Coughlin writes and executes monitoring, evaluation, and learning (MEL) activity plans for proposals and projects.

Ms. Coughlin joined RTI in 2020. Previously, she worked at USAID’s Global Development Lab as a MEL specialist and served as a Peace Corps volunteer in Cameroon, where she worked on digital literacy and ICT education.

She speaks French and German.
