Barbara Rossmiller leads the Climate, Water, and Natural Resources team within our Learning, Energy, and Environment for Development (LEED) unit. She specializes in water and environmental governance in complex, politically challenging programs in international settings, particularly post-conflict settings and emerging markets.

Ms. Rossmiller’s career includes experience in the Middle East, Central and Eastern Europe, and Latin America and the Caribbean. She joined RTI in 2017 with the acquisition of International Resources Group. While at IRG, she served as Chief of Party for USAID-funded projects in Jordan and Cyprus. In Jordan, she led comprehensive water sector reform efforts spanning resources management practices, utility operations, institutional strengthening and policy reform; in Cyprus, she promoted sustainable water and environmental resources management and cultural heritage conservation as a pathway to reconciliation on the divided island. She also managed the USAID/Iraq Community Action Program, a multifaceted community development effort to improve governance and grassroots participation.
