Armida Elaine Umali-Trinos is an educator and development practitioner with more than 12 years of experience in learning and development; adult learning; early childhood care and development; curriculum design; assessment and pedagogy; community development; participatory research; disaster risk reduction; and education in emergencies.  

Ms. Umali-Trinos currently serves as the Deputy Chief of Party (Technical Programs) under the USAID-funded ABC+: Advancing Basic Education in the Philippines project, which works with government and private sector partners to improve learning outcomes for children in the early grades. In this capacity she closely collaborates with the Philippine Department of Education (DepEd) on developing flexible learning options for teachers’ and school heads’ professional development (PD), development of core components of instructional delivery, development of teaching and learning materials, as well as overseeing program monitoring, evaluation, and learning.

Prior to joining RTI, she led a team of 20 to complete a multimillion bilateral learning and development project between DepEd and the Australian Embassy with Cardno Emerging Markets. This achievement required programming and managing the project, which was implemented at the national, regional, and division levels in close collaboration with DepEd’s Central Office and their sub-national counterparts, with a focus on six regions. She has also worked with Greenpeace Southeast Asia, Plan International, Compassion International, and ChildFund.  

Ms. Umali-Trinos is a member of the Philippine Australian Alumni Association, the World Council for Curriculum and Instruction’s Philippine Chapter, and the Asia-Pacific Regional Network for Early Childhood (ARNEC).
