Joyce Achan is a Senior Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Specialist in RTI’s International Development Group. Ms. Achan assists project teams to implement MERLA and Collaborating, Learning, and Adapting (CLA) activities and processes, with a focus on learning and adaptive management.

Ms. Achan currently leads survey and assessment processes under the USAID-funded Act to End Neglected Tropical Diseases | East project in Uganda, including data quality assessments, disease specific assessment outcome investigations, lymphatic filariasis transmission assessment surveys, coverage evaluation surveys, trachoma impact surveys, and trachoma surveillance surveys. She also supports capacity building, training activities and dossier development/update with the Ministry of Health, in addition to supporting implementation of mass drug administration.
