Jessie Stadd is a technical assistance specialist at RTI, where she designs and manages comprehensive training and technical assistance plans and activities for federal adult education and workforce development projects. Her current work on the Educator Registered Apprenticeship Intermediary for the U.S. Department of Labor’s Office of Apprenticeship seeks to assist states and school districts who are facing significant challenges in attracting and retaining teachers and school staff. Additionally, she leads Enhancing Access for Refugees and New Americans, funded by the U.S. Department of Education’s Office of Career, Technical, and Adult Education, which provides technical assistance to adult education state agency staff, local programs, and instructors who serve or are aiming to serve multilingual learners in Integrated English Literacy and Civics Education (IELCE) programming and are interested in using an immigrant integration approach.

Ms. Stadd’s expertise includes adult education program design, integrated education and training, Workforce Innovation and Opportunity Act (WIOA) Title I and II delivery, immigrant education, and IELCE/Integrated Education and Training (IET) programming. Previously, she was an adult education teacher and a program manager at a federally and state-funded adult education program. She is skilled at facilitation and is a frequent presenter at conferences.
