Alyson Lipsky is a seasoned global health professional, bringing nearly 20 years’ experience supporting countries around the world to strengthen health systems. As RTI’s Health System Strengthening Portfolio Lead, she leads and oversees HSS strategy, program design efforts, project implementation, and thought leadership at RTI. Her focus areas include decentralization, accountability ecosystems, social accountability, citizen engagement, legal environment analysis, strengthening evidence-based decision-making, and others.

Throughout her career, Ms. Lipsky has prioritized localization: identifying and implementing innovative approaches to supporting local actors to achieve their goals through collaborative project and activity design and assessments, customized capacity strengthening tools and strategies, and strengthening stakeholder relationships and understanding employing a collective impact approach. 

Ms. Lipsky plays pivotal roles in project implementation, including as project manager for the USAID-funded ReachHealth project in the Philippines, which improves family planning and reproductive health services and improves implementation of the Universal Health Care Law. She has also served as technical lead for stewardship, accountability, and transparency on flagship global health projects, including USAID’s PROPEL Health, and Health Policy Plus.

Prior to joining RTI in 2014, Ms. Lipsky worked as an independent consultant, at DAI, The George Washington University (GWU), and the U.S. Department of State. She received her master’s in public health from GWU, and her undergraduate degree in international politics and economics from Middlebury College.
