In this capacity, Mr. Niang is responsible for expanding the work he led as the Senior Advisor for Reading and Pedagogy for the Lecture Pour Tous (LPT) program, the predecessor program to RELIT. He remains deeply involved in the development of training for school inspectors, principals, and teachers on reading in primary schools, including updating pre-service teacher training modules to address bilingual instruction, and developing online and distance learning methods for pre- and in-service teachers. Under LPT, he also participated in the adaptation of the program in response to COVID-19 and in the development of interactive radio programs to support the continuity of learning.

Mr. Niang previous experience includes serving as the Head of the Quality Division in the primary education department of the Ministry of National Education. He participated in the revision and validation of a bilingual teaching skills guide and a skills reference system, through the School and National Languages in Africa (ELAN) program. He also participated in the revision and technical validation of the Senegalese National Master Plan for the use of national languages at the elementary level. He led the Primary Education Division national team to update the Transparency Quality and Equity Improvement Program (PAQUET, 2018–2030) and was responsible for the design of the National School Reading Program (PNLS). He also served as an education inspector and school principal, so he understands all levels of the Senegalese education system.
