The theme of the special issue is “In pursuit of smart growth: Technology transfer theories, policies and practices” and focuses on the role of technology transfer and commercialization across sectors, locations and institutions as enablers of smart, sustainable and inclusive growth especially in developed democracies, and vis a vis their role in emerging economies mostly of a less open and democratic nature (emerging autocracies) (Carayannis and Campbell 2014).
