Abstract

The Montana University System convened a state task force in 2009-10 to explore using performance-based (PBF) funding to distribute a portion of its Perkins reserve funds. MPR researchers facilitated task force meetings to establish funding priorities that aligned with state goals, advise on formula development, and model competing allocation models. The final formula incorporated various measures and allocation strategies to ensure that all providers'regardless of their size, location, and program mix'could complete for their fair share of PBF resources
